International Seminar on Education (ISOE) 2020


Brief

ISOE 2020 is the premier international seminar on education conducting to discuss the pros and cons of Kampus Merdeka (independent campus) policy issued by the Ministry of Education and Cultures of the Republic of Indonesia.

This first ISOE seminar will be delivered online (webinar) on 10th-11th October, 2020 via ZOOM as the conferencing platform, as well as live streaming on YouTube.

Theme

Since it was first introduced in the middle of last January, the discourse on the Kampus Merdeka (independent campus) policy has become a hot topic discussed in Higher Education. Not only among lecturers, even among students.

The contents of the policy of the Independent Campus are, First, to provide autonomy for the opening of new Study Programs (Prodi) at State and Private Universities (PTS). The second is the automatic re-accreditation program for universities and study programs that are ready to move up the rankings. The next policy is to simplify the requirements for Public Service Agency State Universities (PTN BLU) and work units (Satker) to become Legal Entity State Universities (PTN BH) without being bound by accreditation status. And the last policy is that tertiary institutions are obliged to give students the right to voluntarily take credits outside their campus for two semesters or the equivalent of 40 credits, and students can also take credits in other study programs on campus for one semester of the total semester that must be taken.

This policy is a new innovation provided by the Government in this case the Ministry of Education and Culture to advance the quality of education, especially in the scope of Higher Education. That is, by releasing the shackles of rigid rules to become more flexible and practical.

Some of the policies of the Independent Campus also have similar policies that are applied to universities abroad, such as granting the right to students to be able to take courses outside the study program and campus for a maximum of two semesters voluntarily.

But of course not all of these policies give positive responses and support them, there are also those who disagree and even reject the implementation of this policy because it is considered incompatible with the reality of higher education in Indonesia and some even doubt that this policy can be an innovation for advancing education in higher education but instead amputating learning opportunities and student development itself.

From this background, the Student Association of Elementary School Teacher Education Study Program (HMPS PGSD) FIP UNM in Bone collaborate with South East Asia Aacademic Mobility (SEAAM) to hold an International Seminar on Education with the theme "Independent Campus: Innovation or Amputation".

Scope

This year focus is the Kampus Merdeka (independent campus) policy applied in Indonesia since January 2020. The scope of this theme, including, but not limited to:

  1. Pros and cons of the Kampus Merdeka policy
  2. Legal aspects of the Kampus Merdeka policy
  3. Philosophy of the Kampus Merdeka policy
  4. Practice of the Kampus Merdeka policy
  5. Empirical case studies of the Kampus Merdeka policy
  6. Similar practices of the Kampus Merdeka policy in other countries

Seminar Language

The language for the seminar is English.

Papers

Papers will undergo a peer review process. They must be submitted for review through the Online Conference System via: http://ocs.unm.ac.id/isoe/

Papers should not have already been published elsewhere, nor should they have been submitted to a journal or to another conference.

Accepted papers will be included in the conference proceedings indexed by google scholar. A selection of the accepted papers will be invited to re-submit extended versions for consideration for publication in a Journal.
